Comisión de Diputados anunció tratamiento de Ley de Acceso a la Información Pública

In its thirteenth ordinary session, the Commission on Plural Justice, Public Ministry and Legal Defense of the State of the Chamber of Deputies announced the treatment of the Bill on Access to Information and Public Documentation in the current legislature, to advance towards its approval and final promulgation.
The president of the Commission, Manolo Rojas Paz, made the announcement this March 18 at the end of a hearing with representatives of civil society organizations, journalist associations and media outlets and pledged his support for the approval of the project in the Chamber of Deputies, highlighting the importance of advancing regulations that strengthen transparency and access to public information in the country.
Bill No. 160/2023-2024 was approved in large and in detail by the Chamber of Senators on October 23, 2024, after a participatory process that involved public institutions, social organizations, human rights entities, unions and journalistic institutions, but its approval in the Chamber of Deputies was pending.
In November 2025, the reinstatement of the norm was requested in the current legislature to complete a widely agreed process that gave rise to a bill that includes international standards on access to information, such as the principle of maximum disclosure, free request for information and the obligation of the State to respond within defined deadlines, explained representatives of civil society organizations, associations of journalists and media in the ordinary session of the Plural Justice Commission, Public Ministry and Legal Defense of the State of the Chamber of Deputies
They recalled that the project establishes, among other aspects, a maximum period for the delivery of public information, the creation of a governing body and administrative sanctions for officials who fail to comply with this obligation.
The right of access to public information, recognized in the Political Constitution of the State and in international treaties signed by Bolivia, constitutes an essential pillar for the exercise of other rights and for the strengthening of democracy. The inclusion of the project in the agenda of the Chamber of Deputies not only resumes technical and social work already advanced, but also responds to the urgency of overcoming a historical debt of the Bolivian State in terms of transparency and social control, for which spokespeople from civil society organizations, journalistic and media unions thanked the unanimous support expressed by the members of the Plural Justice Commission, Public Ministry and Legal Defense of the State.
It is expected that in the coming weeks the Chamber of Deputies will begin processing the project, with a view to its approval and subsequent promulgation, thus consolidating a fundamental advance for the country's democratic institutions.
